Who We Are
Child Care Providers United (CCPU) is the union bringing together over 60,000 child care providers across California. CCPU Providers organized for over twenty years to win collective bargaining rights to improve the child care profession and ensure every child has access to quality early learning. Over 90% of California’s child care providers are women who reflect the rich diversity of our state. Historically, child care providers have been excluded from the systems and structures put in place over generations that have helped many workers lift themselves up – unions, social security, employer-based healthcare, overtime protections. Now, family child care providers are changing that through collective bargaining.
Providers in California have won historic gains. They narrowed socio-economic gaps through pay increases, a health care fund, and professional development benefits. Recently, CCPU Providers launched the first retirement fund in the nation just for child care providers. These gains are already improving the child care profession, and the growth of the bargaining unit has accelerated since CCPU was formed.
The groundbreaking benefit trusts won through collective bargaining are designed and overseen by Providers through the boards of trustees. The CCPU Benefits team has the honor and responsibility of delivering these hard-won benefits through a focus on quality, accessibility, and equity.
The Opportunity
The Program Manager is part of a growing team of dedicated staff being put in place to effectively deliver these critical programs to child care providers in every county across California. The Program Manager will lead key benefit fund campaigns and operations.
As the Program Manager you will:
Drive child care provider utilization of benefits
- Be responsible for successful enrollment efforts and measurement of progress to benchmarks
- Be the subject matter expert on benefits offered by CCPU Funds
- Work with CCPU Benefits partners and vendors to evaluate processes and to optimize program performance and efficiencies
- Track, analyze, and report on quality metrics and trends in benefits utilization, identify areas needing attention and potential solutions
Lead on maintaining and improving the Provider experience
- Lead collaborative team processes to ensure access for all providers regardless of background, language, geography, or other status
- Provide actionable, constructive coaching to staff and partners
- Collaborate with vendors to implement ongoing solutions
Support the growth of our CCPU Benefits program
- Build and maintain positive working relationships with internal and external stakeholders
- Ensure that all interactions and processes comply with organizational values and relevant policies
- Document best practices
- Supervise staff as assigned
- Develop competency in healthcare and educational privacy matters on behalf of the organization
What You’ll Bring:
- A commitment to advancing the voice and improving conditions of California’s family child care providers.
- At least 5 years of experience with complex project development and implementation, especially in the areas of organizing and/or program outreach, enrollment and optimizing participation
- Exceptional people leadership skills with a strong track record of direct report experience
- Experience launching new programs or bringing smaller efforts to scale
- A strong track record of moving people to action, and driving projects to completion.
- Familiarity and knowledge of health insurance administration, health and welfare benefits, and/or retirement options; programs such as Medicare, Medicaid, and the Affordable Care Act; and child care industry and workforce and benefit plan administration (preferred)
- Strong ability to build relationships and collaborate with both internal and external stakeholders such as CCPU and local union leaders, staff, providers, and vendors, even in situations where you lack formal authority
- Demonstrated commitment to winning racial and gender justice for all and to organizational equity and inclusion. Experience leading services with a diverse (cultural, racial, ethnic, class, linguistic) customer base
- Willingness and ability to travel throughout California to engage with Providers at in-person events (a minimum of 2-3 trips per month anticipated)
- Reliable internet access and a drivers license are required

Compensation
Annual salary range of $95,000 to $115,000, commensurate with experience. CCPU pays 100% of medical, dental, and vision coverage for employees and qualifying dependents, and provides paid leave and excellent retirement benefits.
