Assistant Director
Research & Negotiations Department

Job Title: Assistant Director
Salary Range: $80,700 – $121,400
Duties and Responsibilities:
Data Analyst
- Gathers and organizes data from multiple sources to support collective bargaining efforts and special research projects, such as salary benchmarking and workforce trend analysis.
- Conducts technical economic analysis to inform bargaining strategies and collaborates with bargaining committees on workplace issues and the financial implications of proposals.
- Prepares agendas and conducts research in support of the union’s position for labor-management and policy meetings involving nonprofit/private sector employers, government agencies, and related organizations.
- Reviews and interprets city, state, and federal budgets and legislation to assess their impact on the Union.
- Performs statistical and policy analysis on a range of topics, including tax policy, employment trends, public services, economic development, investment patterns, pensions, and healthcare costs.
- Offers technical guidance to department staff and develops tools to facilitate data analysis.
- Provides analytical support to other DC37 departments as needed.
Negotiator
- Manages all aspects of collective bargaining for designated units.
- Works closely with local leadership and member committees to develop bargaining proposals and prepares them for negotiation.
- Drafts and reviews contract language; ensures final contract documents are accurate and ready for execution.
- Serves as lead negotiator during bargaining sessions.
- Prepares Memoranda of Agreement and summaries to support contract ratification processes.
- Assists local leadership and Council staff with contract implementation and enforcement, including participation in labor-management meetings and resolution of personnel matters.
- Attends membership meetings and delivers presentations on bargaining issues and outcomes.
- Performs related duties as assigned.
Minimum Qualifications
- Bachelor’s degree.
- Strong writing, research, and communication abilities.
- Solid analytical background with demonstrated proficiency in financial and data analysis.
- Proven ability to independently collect and interpret information from diverse sources.
- Advanced computer skills, including proficiency in Microsoft Excel, PowerPoint, or comparable database and spreadsheet tools.
- Highly detail-oriented and capable of meeting tight deadlines.
- A satisfactory combination of education and experience may be considered in lieu of stated requirements.
Preferred Qualifications
- Graduate degree in data analysis, public policy, labor relations, labor studies, or a related field emphasizing labor research.
- Background in public policy and/or labor relations.
- Experience in collective bargaining, labor research, or economic and policy analysis.
- Familiarity with private or nonprofit sector employers is a plus.
- Demonstrated commitment to the labor movement.
